Hitachi Solutions Grows Public Sector Team with New Hires and Industry Director Appointment
We are excited to announce the appointment of Emma Charles as Industry Director for Central Government, Tom Lyne as an Advisory Director for Pre-Sales, and Aimee Preston as Framework Manager in the Public Sector team.

Emma Charles – Industry Director for Central Government
We are thrilled to welcome Emma Charles, our new Industry Director for Central Government, who joined Hitachi Solutions in October. With over 20 years of experience in Public Sector digital transformation, Emma is a highly respected leader in her field.
Emma has held senior roles at organisations including Valtech, Kin + Carta, AND Digital, and Gemserv Ltd., and she has held senior civil service positions within the Home Office and the Valuation Office Agency. Her achievements include saving taxpayers over £20 million through digital transformation initiatives and building £5+ million-per-year government consulting functions in multiple organisations.
As Industry Director, Emma will oversee and drive business strategies, develop innovative solutions, and strengthen relationships within the central government sector. Her leadership and strategic oversight will be invaluable as we continue to innovate and deliver impactful results for our clients.
What do you hope to achieve in this role?
“In this role, I want to bring my deep experience of getting things done in central government—both from the inside and as an external partner. I’ve seen what works and what doesn’t, and I understand the unique challenges of delivering great work in a government environment.”
“I hope to use this experience to help Hitachi Solutions build stronger connections with the Public Sector, making sure we deliver solutions that truly meet the needs of government teams. By understanding the nuances of how government works, I want to help us create lasting partnerships and achieve meaningful results.”
What trends in Central Government excite you the most?
“I’m excited about the new government administration’s ambitious plans to improve public services and look forward to helping them achieve these goals. As an ex-civil servant, I find their focus on insourcing and building internal capability particularly motivating, and I’m eager to support civil servants in strengthening their skills and confidence to take on more in-house delivery.
I’m also passionate about helping them consider the sustainability impacts of their decisions in practical, understandable ways. It’s a great opportunity to be part of this shift and contribute to meaningful change in government.”
What are you most looking forward to in your new role at Hitachi Solutions?
“I’m excited to join Hitachi Solutions because of the opportunity to work with such a talented team, using Microsoft technologies in a user-centred way. Microsoft solutions play a vital role in the public sector, and I’m particularly eager to help Central Government agencies use them to deliver better services for internal users within departments—an often-overlooked group critical to the success of public services.”
I’m also motivated by Hitachi Solution’s strong focus on sustainability and look forward to driving positive change while supporting broader environmental goals.

Tom Lyne – Advisory Director
Tom Lyne recently joined Hitachi Solutions in early October as an Advisory Director for Pre-Sales after 3 years as a Pre-Sale’s Customer Solutions Consultant at Civica.
In his first few weeks, Tom has made an impressive impact, diving into our ongoing initiatives and providing crucial support for one of our biggest commercial events of the year, ‘Innovation and the Need for Speed.’ and supporting at the ‘Local Government Chronicle’ summit.
Tom brings extensive knowledge and expertise working with public & private sector organisations to find & deliver innovative solutions to address business and user challenges.

Having been with Hitachi Solutions for over two years, Aimee Preston recently transitioned to Framework Manager within the Public Sector team. Aimee brings a wealth of technical expertise and analytical knowledge, which she has built through her previous roles, including Design and Project Assurance Consultant at Hitachi Solutions and Senior Creative Account Manager at Equator.
What are you most looking forward to in your new role at Hitachi Solutions?
“I am most looking forward to collaborating with our Pre-Sales and Sales team to provide strategic advice and guidance on frameworks and procurement. I’m also looking forward to building strong, trusted relationships with our public sector customers, external framework teams, and partners, working together to make a real difference and deliver great outcomes.”
